Inquiry Delay Keeps Tradie Insurance Pressures in View

Final recommendations are now due in late February, but renewal decisions continue meanwhile

Inquiry Delay Keeps Tradie Insurance Pressures in View?w=400

A federal parliamentary inquiry into small business insurance has pushed back its reporting date from 27 October 2026 to 26 February 2027, extending the wait for recommendations on issues that directly affect many Australian trade businesses.
The inquiry is examining the provision, regulation and pricing of modern insurance products for small businesses and not-for-profits, including public liability, professional indemnity, cyber cover and business interruption.

The delay matters because the inquiry is not a narrow industry exercise. It has considered affordability and availability across regional and remote Australia, high-risk sectors and businesses whose insurance needs have changed as contracts, technology, weather exposure and liability expectations have evolved. More than 100 submissions and several days of hearings have put insurers, brokers, lawyers, consumer groups, business organisations and industry representatives into the discussion, including sectors connected to trade work.

For tradies, the practical point is that policy decisions will keep arriving before any national reform response is known. A sole trader plumber, electrical contractor, carpenter or landscaper may still face renewal questions about public liability limits, tools, vehicles, subcontractor use, work at height, hot works, excavation, contract works and business interruption. The inquiry may eventually recommend changes, but it does not freeze premium increases, alter policy wordings or guarantee broader access to cover in the meantime.

That makes renewal preparation especially important. Trade businesses may wish to keep clear records of their work activities, turnover, claims history, staff numbers, subcontracting arrangements, licence requirements and any contract-imposed insurance limits. It can also help to review whether tools, plant, materials and vehicles are insured for realistic replacement values rather than old purchase prices, particularly where repair and replacement costs have shifted over recent years.

The inquiry delay is also a reminder to look beyond the certificate of currency. A certificate may satisfy a site induction or client file, but it does not show all policy exclusions, limits and conditions. Sub-limits for portable items, theft security conditions, business-use vehicle restrictions, faulty workmanship exclusions and notification requirements can all become important after a loss.

The final report may add momentum to debates about taxes, risk mitigation, market access, broker advice, claims handling and product design for small business insurance. However, recommendations are only one step. Government, regulators and industry would still need to decide what to accept, how reforms would be implemented and how quickly any changes might flow through to small trade businesses.

Until then, the most useful response for tradies is a disciplined check of current risks against current cover. The inquiry keeps the pressure on policymakers, but day-to-day protection still depends on accurate disclosure, suitable limits, careful reading of documents and timely action before a job, contract or claim exposes a gap.
